Developing
"Public Sector Excellence" is one of the specialist
functions that BQC has established at National, Central
and Local Government levels. Working with all the UK's main
Government Agencies and Departments, BQC has established
a strong reputation for supporting clients in their application
of the Excellence Model, developing corporate approaches
to using self-assessment to drive strategies for improvement.
We specialise in supporting organisations to develop "Integrated
Peformance Management Strategies".

Our
performance and reputation for working in the public sector
has led to BQC's selection as a preferred supplier of EFQM
Excellence Model training and self assessment facilitation
within Phase 3 of the UK Cabinet Office's Public Sector
Benchmarking Project.
We
offer:
In
house full assessor training against the improved Model
using a UK Public Sector Case Study.
Basic
self assessment using The
Business Driver.
This is aimed at those starting the self assessment process.
A perception based assessment designed to provide a "first
cut" of strengths and areas for improvement, this approach
delivers early results without committing huge amounts of
resource.

Excellence and Best Value in the UK |

Since
the launch of the UK Government White Paper on "Best
Value" BQC have worked closely with county, borough,
district, metropolitan councils, police forces and education
establishments, helping them to develop clear plans on how
the EFQM Excellence Model can facilitate their management
of the process of delivering "best value", using
the "Best Value Driver" and
"Scrutiny Driver". By building close working relationships
with leaders in this field e.g. Middlesbrough Council, we
can offer unique insights into "best practice"
in this area.

Using
the Excellence Model in a partnership environment
- The Employment Service |

The
Employment Service has been using The
E.S. Performance Driver
as one of its assessment tools to deploy the Business Excellence
Model as part of its Continuous Improvement Strategy, across
the whole organisation.
Tailoring
our publications, consultancy services and training materials
to suit client needs is a particular strength and area of
expertise for BQC.
Other
examples of this type of development include work with the
Inland Revenue, D.S.S and the Connexions Service.
One
of the most recent drivers is the DLO (Defence) Driver which
is used extensively across the DLO as an assessment and
evaluation tool.

Initiatives |

BQC
Performance Management have a track record in strategic
partnerships with Governments across the World. For example,
recent work has been with the Ministry of Education in Singapore
where we have helped develop and deploy a self-assessment
model and process for all primary and secondary schools
and junior colleges. This process replaces the inspection
process across schools, enabling empowered schools to manage
their own performance. We provided consultancy support on
the tailoring of training to suit the education environment,
and trained over 600 supervisors, principals, vice principals,
heads of department and external assessors to apply the
process.
